    The precautionary principle as a heuristic patch

    In this paper we attempt to recover an integrated conception of the Precautionary Principle (PP). The α=.05 inferential-threshold convention widely employed in science is ill-suited to the requirements of policy decision making because it is fixed and unresponsive to the cost trade-offs that are the defining concern of policy decision making. Statistical decision theory - particularly in its Signal-Detection Theory (SDT) variant - provides a standard framework within which to incorporate the (mis)classification costs associated with deciding between intervention and non-intervention. We show that the PP implements preventive intervention in precisely those circumstances where the SDT-based model yields a (1,1) corner solution. Thus the PP can be understood as a heuristic variant of the SDT corner solution, which in turn serves to patch the incongruity between the inferential practices of science and the inferential requirements of policy decision making. Furthermore, SDT's analytical structure directs attention to a small number of variables - (mis)classification costs and prior probabilities - as determinants of the (1,1) corner solution. Subjective biases impinging upon these variables - omission bias, protected values, and the affect heuristic in particular, moderated by the decision maker's industry-aligned (insider) or industry-opposed (outsider) status - combine within SDT to successfully retrodict features of the PP previously considered puzzling, if not inconsistent or incoherent. These psychological biases do not exclude, and may in part reflect, the decision maker's deontological moral beliefs, or indeed social norms embodied in the nation's legal system (common law vs. civil law)

    Using verbal irony to move on with controversial issues

    Irony is an effective means of dealing with controversy in organizations, but there is a paucity of knowledge of the various ways in which irony helps managers to do so without necessarily ‘solving’ those issues. By drawing on discursive incongruity theory, we examine the use of irony when managers are confronted with controversial issues in a multinational company. As a result, we identify and elaborate on four distinctively different pathways of how irony helps participants to move on: ‘acquiescing’ (framing understanding as having no alternative because of environmental constraints), ‘empowering’ (synthesizing a view through broad inputs from different individuals), ‘channelling’ (subsuming other interpretations under a single and often dominant view) and ‘dismissing’ (rejecting alternative interpretations and often reinforcing the status quo). On this basis, we develop a theoretical model that elucidates the process dynamics in dealing with and moving on with controversial issues and elaborates the specific characteristics of each of these four pathways. Our analysis also leads to a fuller understanding of the discursive underpinnings and intersubjective dynamics in irony use in organizations

    What innovative practices and processes are used to deliver psychosocial care in India?:A qualitative case study of three non-profit community mental health organisations

    The global mental health field seeks to close the “treatment gap” for mental illness in low-and middle-income countries by scaling evidence-based interventions. The evidence base has often bypassed psychosocial interventions by local organizations who do not fit a biomedical approach to evidence building. In India, non-profit mental health organizations are addressing care gaps through novel approaches that emphasize social recovery and inclusion.This study seeks to better understand the nature and dynamic of this innovation by examining what was working well in the practices and processes of three such community mental health care organizations. A comparative case approach was chosen for its strength as an exploratory means for inductive theory building. Three case organizations in Kerala, West Bengal and Uttarakhand states were selected based on their diverse socio-cultural and health systems settings. Qualitative data was collected in 2018–20, to examine their practices and processes using mixed methods and data sources including interviews, focus groups, participant observation and document analysis.Common strategies observed across the three organizations, included engaging community, prioritising beneficiaries, co-opting resources, devolving care, reorganising communication and recovery and integration. These strategies were further categorized into three domains: constructing a sustainable resource base, managing knowledge and redefining meanings. In contrast with conventional problem-solving approaches, these cases used an approach that built on assets and strengths using inclusive governance which enabled coordination of the community health system.This study argues that these organizations incorporate reflexive practice and two-way flows of knowledge to enable them to address complex social determinants of mental health. This has implications for how psychosocial care in CMH is conceptualized. We argue that the ways the organizations respond to the complexities of mental health difficulties contributes to reframing mental health as a social development issue, centering inclusion of people with psychosocial disabilities. Our findings argue against a polarization between biomedical and psychosocial CMH models and illustrate ways of integrating both approaches and their centrality to effective mental health care

    CREB is a critical regulator of normal hematopoiesis and leukemogenesis

    The cAMP-responsive element binding protein (CREB) is a 43-kDa nuclear transcription factor that regulates cell growth, memory, and glucose homeostasis. We showed previously that CREB is amplified in myeloid leukemia blasts and expressed at higher levels in leukemia stem cells from patients with myeloid leukemia. CREB transgenic mice develop myeloproliferative disease after 1 year, but not leukemia, suggesting that CREB contributes to but is not sufficient for leukemogenesis. Here, we show that CREB is most highly expressed in lineage negative hematopoietic stem cells (HSCs). To understand the role of CREB in hematopoietic progenitors and leukemia cells, we examined the effects of RNA interference (RNAi) to knock down CREB expression in vitro and in vivo. Transduction of primary HSCs or myeloid leukemia cells with lentiviral CREB shRNAs resulted in decreased proliferation of stem cells, cell- cycle abnormalities, and inhibition of CREB transcription. Mice that received transplants of bone marrow transduced with CREB shRNA had decreased committed progenitors compared with control mice. Mice injected with Ba/F3 cells expressing either Bcr-Abl wild-type or T315I mutation with CREB shRNA had delayed leukemic infiltration by bioluminescence imaging and prolonged median survival. Our results suggest that CREB is critical for normal myelopoiesis and leukemia cell proliferation

    Spitzer observations of NGC2264: The nature of the disk population

    NGC2264 is a young cluster with a rich circumstellar disk population which makes it an ideal target for studying the evolution of stellar clusters. Our goal is to study its star formation history and to analyse the primordial disk evolution of its members. The study presented is based on data obtained with Spitzer IRAC and MIPS, combined with deep NIR ground-based FLAMINGOS imaging and previously published optical data. We build NIR dust extinction maps of the molecular cloud associated with the cluster, and determine it to have a mass of 2.1x10^3Msun above an Av of 7mag. Using a differential K_s-band luminosity function of the cluster, we estimate the size of its population to be 1436±\pm242 members. The star formation efficiency is ~25%. We identify the disk population: (i) optically thick inner disks, (ii) anaemic inner disks, and (iii) disks with inner holes, or transition disks. We analyse the spatial distribution of these sources and find that sources with thick disks segregate into sub-clusterings, whereas sources with anaemic disks do not. Furthermore, sources with anaemic disks are found to be unembedded (Av<3mag), whereas the clustered sources with thick disks are still embedded within the parental cloud. NGC2264 has undergone more than one star-forming event, where the anaemic and extincted thick disk population appear to have formed in separate episodes. We also find tentative evidence of triggered star-formation in the Fox Fur Nebula. In terms of disk evolution, our findings support the emerging disk evolution paradigm of two distinct evolutionary paths for primordial optically thick disks: a homologous one where the disk emission decreases uniformly at NIR and MIR wavelengths, and a radially differential one where the emission from the inner region of the disk decreases more rapidly than from the outer region (forming transition disks).Comment: accepted for publishing in A&

    Acute and persistent effects of commonly used antibiotics on the gut microbiome and resistome in healthy adults

    Antibiotics are deployed against bacterial pathogens, but their targeting of conserved microbial processes means they also collaterally perturb the commensal microbiome. To understand acute and persistent effects of antibiotics on the gut microbiota of healthy adult volunteers, we quantify microbiome dynamics before, during, and 6 months after exposure to 4 commonly used antibiotic regimens. We observe an acute decrease in species richness and culturable bacteria after antibiotics, with most healthy adult microbiomes returning to pre-treatment species richness after 2 months, but with an altered taxonomy, resistome, and metabolic output, as well as an increased antibiotic resistance burden. Azithromycin delays the recovery of species richness, resulting in greater compositional distance. A subset of volunteers experience a persistent reduction in microbiome diversity after antibiotics and share compositional similarities with patients hospitalized in intensive care units. These results improve our quantitative understanding of the impact of antibiotics on commensal microbiome dynamics, resilience, and recovery

    Gas absorption and dust extinction towards the Orion Nebula Cluster

Published by EDP Sciences. © ESO, 2016We characterise the relation between the gas and dust content of the interstellar medium towards young stellar objects in the Orion Nebula Cluster. X-ray observations provide estimates of the absorbing equivalent hydrogen column density N_H based on spectral fits. Near-infrared extinction values are calculated from intrinsic and observed colour magnitudes (J-H) and (H-K_s) as given by the VISTA Orion A survey. A linear fit of the correlation between column density and extinction values A_V yields an estimate of the N_H/A_V ratio. We investigate systematic uncertainties of the results by describing and (if possible) quantifying the influence of circumstellar material and the adopted extinction law, X-ray models, and elemental abundances on the N_H/A_V ratio. Assuming a Galactic extinction law with R_V=3.1 and solar abundances by Anders & Grevesse (1989), we deduce an N_H/A_V ratio of (1.39 +- 0.14) x 10^21 cm^-2 mag^-1 for Class III sources in the Orion Nebula Cluster where the given error does not include systematic uncertainties. This ratio is consistent with similar studies in other star-forming regions and approximately 31% lower than the Galactic value. We find no obvious trends in the spatial distribution of N_H/A_V ratios. Changes in the assumed extinction law and elemental abundances are demonstrated to have a relevant impact on deduced A_V and N_H values, respectively. Large systematic uncertainties associated with metal abundances in the Orion Nebula Cluster represent the primary limitation for the deduction of a definitive N_H/A_V ratio and the physical interpretation of these results.Peer reviewe
